Introduction: -
In order to meet the challenges of climate change in the state, according to the Gazette No.
(1) this section Is working. Various activities related to Climate Change Mitigation and Adaptation of Climate Change are carried out by this department.
From the list of this section in the order
(2) taken in the above reading from the year 2016-17 for the purpose, major cities of the state At Ahmedabad, Vadodara, Surat, Rajkot and Gandhinagar, a scheme was implemented to provide assistance of Rs. 30,000 for battery operated three-wheeler (e-rickshaw). Rs. 50,000 for battery-powered three-wheeled vehicles and Rs. 50,000 for lithium ion batteries in Lithium.
Under this scheme, assistance was provided for the first battery operated three-wheeled vehicles powered by lead acid batteries. The matter of increasing the financial assistance to Rs 50,000 per vehicle was under consideration of the Government.
Resolution: -
● Under the scheme of subsidy (assistance) for battery powered three-wheelers for the purpose of reducing carbon footprint in the state as part of climate change mitigation activities across Gujarat.
● A subsidy of Rs. 5,000 per vehicle for purchase of lithium ion battery powered three-wheelers including 5,000 individual and institutional beneficiaries from the year 2020-21 is therefore finally considered for adult consideration. The scheme will be implemented across the state by the Gujarat Energy Development Agency (JEDA) under the implementation department. Administrative approval is given subject to the following conditions for implementation of this scheme in the year 2020-21.
● Expenditure incurred under this sanction is subject to the budgetary provision of that year and the Finance Department
Will be able to do so within the limits of the grant allotted from time to time.
Adequate budgetary provision has to be made for the present work in the current and next financial year subject to the existing rules. Expenditure in this regard shall be made in the prescribed manner in accordance with the provisions of the State Government's permanent as well as from time to time applicable resolutions / circulars and rules. The principles of financial fairness regarding the costs incurred in making this approval shall be enforced.
● Grants allocated under this approval may not be used for any other purpose. Savings amount year Will eventually surrender.
●The conditions prescribed under the scheme must be strictly followed.
State regarding existing scheme norms and assistance amounts to be changed
Government orders have to be obtained.
If the base seeding of the beneficiaries under this scheme is required, action should be taken accordingly And the subsidy to be given by the State
◆ Government to the beneficiaries under the scheme is Rs. Direct Benefit Transfer (DBT) to be credited to the bank accounts of 2000 beneficiaries.
લાભ Individual and institutional beneficiaries will be able to avail the benefits of this scheme. Of individual beneficiaries
● The selection should give priority to rickshaw pullers, women entrepreneurs, the disabled, young startup entrepreneurs, educated unemployed and institutional beneficiaries should be given priority to cooperatives, pilgrimages, non-profit organizations, local self-governing bodies and educational institutions. JADA will have to prepare a list of approved three-wheeler vehicles after receiving an offer from the manufacturer and verifying its technical aspects. These manufacturers are required to submit a Type Approval Certificate of Vehicles from a recognized organization under Rule 12 of the Central Motor Vehicle Rules, 1989. Manufacturers registered under the said scheme shall abide by the above rules and regulations
Improvements from time to time will have to be strictly adhered to.
● In case of receiving more than the prescribed number of applications for the benefit of this scheme, in the selection of individual beneficiaries as per the rules, the members of Scheduled Castes, Scheduled Tribes, Women, Disabled, members of extremely poor and destitute families declared under socio-economic survey and economically backward beneficiaries without reservation. Priority must be given.
● Beneficiaries under this scheme must have the required driving license to drive a battery powered three-wheeler under the Central Motor Vehicle Rules, 12 and the amendments under it from time to time.
● The models and prices of these vehicles have to be determined by Expression of Interest (Eol). A representative of the Office of the Commissioner of Transportation shall be present at the time of Eol. Models of approved three-wheelers from approved manufacturers and their prices should be announced on the website. The implementing agency will have to develop and promote the required portal for receiving online applications in addition to offline.
● Of such vehicles after deducting the amount of subsidy received from the Government of India by the approved manufacturers
● The sale will be made directly to the beneficiaries of the scheme. The required documents in this regard will have to be verified by the implementing agency as well as the required documents will have to be maintained.

Individual – Rickshaw puller / Women Entrepreneur / Youth Startup Entrepreneur / Educated Unemployed / Scheduled Caste / Socio-Economic Survey.
Institutional – Co-operative Societies / Pilgrimages / Non-Profit Organizations / Local Self Government Institutions / Educational Institutions.
