Queensland is aiming to reopen its border to NSW visitors and allow more people to dance at weddings from November 1.

The state's COVID Safe Future plan, which provides a road map out of restrictions, was unveiled on Friday.

The NSW border closed on August 8, with only frontier residents and people granted medical or compassionate exemptions allowed to cross.

Under the road map, NSW visitors with a valid pass won't have to go into mandatory quarantine on arrival in Queensland.

The change is set to come into force on November 1 if there's no further unlinked community transmission of the virus in NSW.

"There may be a possibility of opening up to NSW if there is no community transmission," Premier Annastacia Palaszczuk said on Friday.

"But of course, their health experts are also concerned about some undetected community transmission at the moment, they're about to go into school holidays, so we'll be watching that space very carefully."

The Queensland election is set for October 31 so the NSW border could potentially be opened by a caretaker government.

The state will only consider opening to Victorian travellers after that state has completely eased its lockdown.

In the immediate future, Queenslanders are allowed to stand at cafes, bars and restaurants to eat or drink from 4pm on Friday.

Deputy Premier Steven Miles said making all patrons sit for the past 10 weeks had been tough on the hospitality sector, but "happy hour" was back.

"It has been hard on our hospitality workers and this will make their jobs a lot easier and will also make going out a lot more fun," he said.

Under the road map, up to 40 people to dance at weddings from November 1.

At present only brides and grooms can dance at weddings.

Queensland chief health officer Jeannette Young said trialling dancing at weddings was safer because guests were often related or had regular close interaction with each other.

She encouraged people not to get too carried away on the dance floor.

"If someone is standing up and wiggling their hips that's fine," Dr Young said.

Queensland recorded two new COVID-19 cases in ship crew members who had flown into Brisbane airport before boarding their ships.

Dr Young said the two people were later transferred to hospitals onshore.

Looking further ahead, gather of up to 50 people could be allowed in homes and public spaces from December 1.

From that date, the maximum amount of people allowed at events with a COVID-safe checklist rises from 500 to 1500.

Unlimited numbers of people will also be allowed to dance at weddings with COVID-safe plans.
